they should be allowed to continue to be nomadic people as happened in the past, the gypsies became a social problem in Europe due to the authorities that have forced them to change their style of life (at least here in Italy nomadism is illegal today), they were free to move across Europe they practised legal jobs, they were merchants, blacksmiths, circensians while now they are mainly known as pickpockets and parasites that live in dirty slums.

Put them to come to school forcefully.
If their parents refuse to let them go to school,take the childrens from their parents.
Make them an education to explain them they are indians,and not gypsies,start to teach them english from low age (1st class) and start to learn them informatics from a small age also (computer usage from 2nd class,as they learned to read and count),since it seems they got a higher talent at informatics than other nations.

It is easier to consider other humans as equals when they have their own states.
