It is a secondary issue, so I don't take much interest in it.
Those that are excessively problematic will be executed, regardless of whether or not it is legal or not in the juridisction that is pursuing them. Those that are wanted alive, will continue to live regardless of how turbulent their past actions were.
That is the work of intelligence.
The only ones truly affected are the common prisoners. A society that executes them for the slightest of offences, displays a degree of violence that will eventually reduce their options. Those societies that do not execute anyone for any reason, reflects a systemic pusillanimity and hypocrisy, and thus are also liable to future complications.
There are just as many reasons to refrain from executing an average criminal, as there are to spare it. What really matters is, what each society chooses.
It's an useful symptom to examine to understand the values, priorities and goals that their leaders hold.
