I can't classify to save my life but I find that he has a distinctive jawline, reminiscent of the Kennedys' strong jawline. And he has heavy folds of the eyelids. Might this be an Eastern influence?

I'd say he's a Dinarid with an unusually broad jaw, strikingly similar to an exemplar about which Coon says:

A Russian nobleman of Polish and Russian descent; although highly Dinaricized, this individual possesses a mandible of exceptional width.

Reminds me of a British racing driver/tv presenter Tiff Needell, so I would say predominantly Atlantid with Faelid.
