French and Spanish ancestry is often found in the Dutch. My professor's wife is a Dutch and she did a geneological search and stumbled upon few Spanish surnames, as well she did a genetic test where she had a good amount of SouthWestern European genetics but it did not appear in her phenotype.

Indeed. People with black or brown hair do exist in the Germanic populations and are of Germanic origins. They're typically described as Atlantids or sub-Nordid but other Nordic types such as Keltic Nordid (common in England, Belgium and NL) can also often have brown hair.
