Well they did used to be an Iranian people, and still are mostly by genetics.

They have both caucasus and persian/iranian admixtures, but it doesn't make them iranian. even Russians called them "transcaucasian Tatars" and armenians&iranians called them "Turks" until 20th century.

I tend to agree with this. Azeris mostly look like Turks, with a heavier dose of mongoloid genes. The sly, slant-eyed Turanid look is common amongst them.

Although the country's name indeed comes from the Iranic word "Azarpayan", and was once a province of the Persian Empire. That, however, does not mean they are an Iranian people.

Both Azerbaijan Turks and Turks of Turkey are 7% Mongoloid.
the Turks of caucasus like Kumyks, Karachay, Balkars are also ~7% mongoloid.
