Bollocks. It is just a normal crime because he was jealous so he belongs in prison or with his head on the chopping block. There is no such thing as temporal insanity. It's a myth. It's a piss poor excuse to evade punishment and fortunately not every judge buys it: some actually dish out harsher punishments because they then consider the criminal to be manipulative and dangerous to society.

Mental illness and psychosis in particular is scientifically proven. A mentally ill person is sick in his mind and can therefore not be held accountable for his actions. He did not have intent to harm his wife, he only did it because he was psychotic at the time.
With expert testimony the judge has to hand out a more lenient sentence or sentence him to care. Those are the sentencing guidelines. If a judge doesn't follow them he can be overturned on appeal.
