Typical alpines have larger/wider jaws than that. Also, his head looks to protrude a bit at back.

That guy is hardcore infantile, but I don't think that finding the absolutely most reduced person is the best example of an alpine. That guy looks like he suffers from low test/HGH. However, he's tall and I don't think that ectomorphy is common in alpines (typically mesomorph).
