As a whole I would quickly say Germany, and it does also have more blondes than France. However Northern France is fully as red-haired as Germany, with Brittany even more red-haired than Northern Germany! Due to historical reasons (migrations from Cornwall, England!).

I find it interesting that romania has less red hair than the rest of the balkans and even turkey...
