Dinarid is always broad-headed (brachycephalic).
What you mean is probably broad-faced. Yes, it is within the normal variation for Dinarids to display both longer- and broad-faced types.
Among people of my country Bulgarian anthropologist Petar Boev describes broad-faced Dinarids with high cheekbones to be particularly common in the area of mount Perelik in the Rhodope mountains.
The cheekbones of this Dinaric look, however, he mentions don't protrude as strongly as those of Mongoloid people.

second man is from my homeprovince. not only that. he is even from the same village as my father

so he is likely kurdish not turkish but se have also some turks in our province so both are possible but I bet he is kurdish
