Phenotypically: If the person has even partial Bulgarian roots, passes as Bulgarian (no exotic influences) and pays respect to his/her Bulgarian roots I will consider him/her Bulgarian. Of course, the person can praise his other lineages, too.
Culturally: A person might have a phenotypical mix which makes him/her unpassable as fully Bulgarian for obvious reasons (for example, I can think of some public figures with partial Nigerian, Korean or Japanese roots). In this case I consider him/her the mixed race he/she is. However, if that person praises his Bulgarian roots, acts in accordance with society norms, speaks Bulgarian fluently and cares for the country, I'll care more about his/her view than that of many white foreigners and will accept him/her as culturally Bulgarian.

Meh, there are a lot of people that are 100% of an ethnicity (or close to) and yet know nothing about their country of origin, don't speak the language, etc.

In uniting a group of people the most important facet is culture. I don't consider someone who does not speak the language, nor knows the culture/history a Spanish person just because their great grandparents were, even if they are 100%.

There is more to identity than just ancestry and genetics, imo. However, if we are speaking on a purely phenotypical "looking Spanish" basis, hmm maybe 75 - 80+%?

I dunno, more like 97-100% I'm conflicted some DNA tests tell me I'm 100% Euro but others throw in some multi-culti stuff so I just ignore the autistic minor bullshit and say if someone scores under 5 for SouthWest or SouthEast English on mytrueancestry or maybe even Eurogenes K15 they 'pass' genetically. Of course this is complicated by the matter that not all English regional differences are representated and some English people are straight off the boat from Frisia, Denmark and Norway.
