I don't like those anacronistic and unpractical clothes, but the Estonian uniform seems practical workwear.

Way to make people respect and look up to you without fits of laughter. But at least "officer safety" is guaranteed.

This vest is one of few the usefull and well-looking "invention" of our states nowadays. Those archaic peak caps and neck-ties are rather problematic, but these are worn by just few cops. The general uniform with the side cap is a simply copy of the French Gendarmerie uniform or the sewage worker's suit.
