French and the Oil languages are Northern Gallo-Romance languages. Catalan and Occitan are Southern Gallo-Romance languages. In this sense, yes, they are related.

Both French and Catalan chop off final vowels, while the Spanish, Portuguese and Italians maintain them: cinq/cinc vs cinco/cinque; huit/vuit vs oito/ocho/otto; etc.
