For historical, cultural, linguistic, ethnic, or whatever reasons, most nations have designs on neighboring territory that they would like to be part of their own.

Reasoning: With the exception of a small part of Calabria which would remain in Italy, the majority of Calabrese people are Sicilian-speaking and have strong familial and cultural ties to Sicilians. After 1282 when the mainland parts of the Kingdom of Sicily were lost, Malta remained legally part of Sicily until 1798. Maltese people and Sicilians are brothers, the Maltese language, culture, and cuisine is largely related to that of Sicily, and all native Maltese people have Sicilian ancestry. Palermo is too far from Calabria and from Malta, while Catania has regular ferries which transport people to-and-from Malta, so Catania would serve as a better capital, which is something there are already movements in Sicily to change.
