Yes, UCK veterans were not allowed to attend and it was the decision of current Prime Minister, which was leader of UCK during the war. It is about the application of a small group of veterans who were looking to make a symbolic walk across the main street of Prishtina.
They were not allowed because the Republic of Kosovo has built its own institutions, such as the KSF and Kosovo Police, as we can see in the video brought by you, and UCK belongs to a period when Kosovo was fighting for its freedom and has completed the military mission in 1999.
At this point I support the decision of the Prime Minister.

I still don't get why UCK veterans were banned. It's like banning Viet Cong veterans from Vietnam independence parades.

Is a wider issue but I will try to explain it briefly. Although in Kosovo Albanians are the majority with 95% of the population, by constitution Republic of Kosovo is defined as a multiethnic state. KLA was an army composed of Albanians and for this reason their participation in military parade can be considered by someone as provocation against minorities.
The Republic of Kosovo is trying to convey the message that the war belongs to the past and that Kosovo is a state of all its citizens residing there, regardless of ethnicity, religion or race.

Kosovo cant survive at a longer stage.
It will eather have to unite with Albania or it will just go into anarchy.
Highest level of criminality in Europe.
50% unemployment.
No economy.
No export.
No resources.
No nothing!
No fucking future!
The only thing it has now is a high birth rate.
