Uhm, in a certain way I think it does. Look at us Central/North Europeans, how did we become what we are? Many of our ancestors had the ideal that the more 'light-complexed' the potential partner is, the more attractive he and she is. That's how the blue eyes-genoma could spread despite recessive. And it's not only bound to the looks. Character and skin, body and soul are connected with each other. And the souls and characters of many is what creates culture and civilization. I'd say it's competitive. But the notion that euros are more progressive thinking than arabs is quite recent. While euros were stuck in the christian dark ages for 1000 years, arabs were the one's making scientific and technological advancements.
