    Grenz said that there is no such thing as "ethnic Germans".
    Generally speaking, "ethnic Germans" refers to Germans who don't live in Germany. Nowadays, it can also refer to Germans who live in Germany but who are also of German origin.

    Costitutionally isn't provided secession, and South Tyrol has a very large autonomy compared to other regions (Degasperi Gruber agreement)

    There is also a UN resolution, the n. 1661 of 1961, that said that Austria can't claims a referendum for annexion of Alto Adige/South Tyrol.
