E1b doesn't mean negro or SSA -.-' It is thought to be a neolithic haplogrup from north africa or middle east(not necessarily of indo european origins.
Of course it's more typical in those areas. I think eupedia uses even immigrants in their analysis and that explain the dark area in the Ile de france which has a lot of north african immigrants. Still a north african haplogroup in a european person has nothing to do with being african.
