Certainly not. It was the Seljuk Turks who revived Sunni Islam, well most Arabs adopted Shiite traditions with the weakening of the Abbassids. Also the Seljuks revived the Abbassids as all historian agree on this. Shiaism itself is an Arab byproduct and anything that is tied to it as well, although it has taken form from other cultures mystic influences traces itself to Yemen.

No the Ottomans are considered to be a Persianate. They were heavily influenced by Persian culture more so than Arab culture. The main reason because the Seljuks themselves were a Persianate. They did not patronize Arab or Arabian culture at all. They spread a Persianate culture. No historian has put the Ottomans as an Arab influenced empire or culture but they all have put them in the category of a Persianate.

Non-Arab empires who were patrons of Arab culture are:

Officially the 'Ottoman Empire, didnt exist. It's non-Turkic Muslims who use that word and forced upon all Europe for the sake of hiding its historically used name: Turkish empire. They believe that way they will share ownership of that. Ottoman is name of the dynasty. Officially they called themselves Devleti Aliye (Big state) and in foreign relations they were called Turkey. So in reality Ottoman empire never existed.

Murad II era (1421-1451) was when the Ottoman dynasty was in struggle of survival both in Balkans against the Hungarians who unleashed their powerful armies against and both in Asia Minor where rival Turkic beyliks (Karaman, Dulkadir, Germiyanid, Aydın etc) were challenging them.

Sultan Murad Khan ordered to publish their genealogy. He also used in script the seal symbol (tamga) of Kayı clan of Oğuz Turks which is IYI
    See the historical source:

It was time when Murad's state openly told that anyone not being from the Kayı Line can't be ruler in this world.
Later Ottomans said only Genghis Khan descent can be next to them, and Crimean Cumans/Tatars were chosen as heirs.

Tamga of Kayı Oğuz is used everywhere in Turkey nowadays. On flags. Even on t-shirts:

Let respect and praise be for Murad Khan.

Varna and containment of Scanderberg plague:

    2nd Kosovo:

Murad II wanted to emphasize the lineage supremacy (against Timurids) given by his Oğuz heritage and bloodline, as well as preventing Anatolian Turcoman beyliks from joining Timur side.
So, Murad II gave message to Turkic princes of Anatolia that they should side with him and not Timurids because of common ancestral origins.

During Murad's era that IYI tamga was carved everywhere on weapons and minted on coins. Later during 16th century it was also used on weapons.
