Long lines snaked into a downtown center Wednesday morning, but applications ran out quickly on the final day to get paperwork for a homelessness prevention program.

Police say fights broke out as people pushed and shoved for spots in line. Several people have been treated for fainting and exhaustion.

"Illinois has too many bills, not enough money to pay them as revenue dips"


Assessing the state of Illinois' fiscal situation in his quarterly report, Comptroller Dan Hynes called the situation grim, and getting worse.

"What is clear is that as bad as our budget situation has been recently, it is only getting worse," Hynes said. "We cannot pay our bills, and there is less money coming in than anticipated. The state of Illinois continues to be in a major fiscal crisis, and the situation continues to deteriorate."

Hynes said Illinois had nearly $3 billion in unpaid bills at the end of September, a record development for the first quarter of any previous fiscal year. This, despite the state having borrowed $2.25 billion in short-term loans – $1 billion in May and another $1.25 billion in August – which must be repaid before the end of FY2010, on June 30, 2010.

Suppliers of goods and services to the state, including health care providers and other critical social services, are waiting 61 business days to be reimbursed – or about three months – another record for so early in the fiscal year. At this time last year, payment delays averaged two months, or 42 business days.

"This is a crisis unmatched historically, and the downward spiral is accelerating," Hynes said. "By any quantifiable measure: the bills outstanding; the payment delays; and overall borrowing, the fiscal situation has never been worse, especially so early in the fiscal year, and there's no end in sight."


Hynes said the backlog is much more than an accounting problem.


"Real people are bearing the brunt of the state's failure to meet its basic obligations," Hynes said. "Calls to the Comptroller's payment inquiry center have jumped from more than 1,900 per week to 2,600 per week and the anger of callers has turned to real fear."


Here are some examples:

•A Chicago Meals on Wheels and nutrition center can't purchase food and is facing eviction.
•A large Lake County disabled program can't make insurance or mortgage payments.
•A Westside family services center has exhausted its lines of credit.
•A Northside women's advocacy center director is using her own money to keep operating.
•A downstate independent living center is laying off staff and cancelling programs.
•A home health care association serving the elderly can't make payroll for its already minimum wage employees who in turn can't pay their rent or mortgage payments.
Hynes identified two factors that have had a major impact on the deteriorating fiscal position: the steep decline in economy-driven revenues such as personal and corporate income taxes and sales taxes, and record lapse-period spending. Corporate income tax receipts were down 27.8 percent, sales tax receipts decreased 13.2 percent, and individual income tax receipts fell 11.7 percent in the first quarter. Meanwhile the state paid a record $3.8 billion in obligations carried over from FY2009.

"On the one hand, revenues are way down, as is typical in a recession," Hynes said. "That situation is exacerbated, however, by the fact that we are still paying last year's bills. This is a reckoning brought on by years and years of irresponsible budget practices and nothing has changed."

Hynes predicted fiscal pressures would continue well into FY2011 and warned of record and prolonged payment delays for most categories of state programs and operations, including health care and social services; grants to primary and secondary schools; payments to universities and community colleges; and, payments to local governments and public transit systems.

October 6, 2009 (LPAC)-- While the U.S. health infrastructure is disintegrating, and there have been waves of layoffs and closings of nursing homes as a result of chronic underpayment by Medicaid and Medicare, Lyndon LaRouche uttered the following statement about the real nature and cause of what some people would mistakenly treat as "current events":

"The way you have to look at these things, is that the employment patterns changed since World War II in the United States. You had a bread-winner, the head of household who was generally the breadwinner, with occasionally some supplementary income from other members of the family. But then the basic long-term care was generally placed back into the family, or the neighborhood, by community organizations in a neighborhood, where you put the older folks who were a little more crippled, and you put them so you could care for them during the day, just like they did for the kiddos. And they would be cared for while poppa was at work, and momma was doing something else. Or they would take turns in caring for people.

"Now we've changed the social standard," LaRouche explained. "We went to all-adult members of the household, breeding children but not raising them. And together with that, the long-term care went, which was integral to the community and the household. With the change, you didn't have the family as a functioning unit. The family became sort of a sleeping place, and one meal a day, or something, at the family household. So there's no room for grandpa or grandma.

"So this is a pattern. The pattern is essentially that, at the end of World War II, instead of using the capacity we had built up, using the full-family involvement in the war effort, instead of going back and using the high tech capability, instead of running three shifts or four shifts—where a guy would run two shifts, work overtime like hell—you cut that back. But what we cut back was not the low-tech stuff, which was the periphery of the war effort; we cut back on the high technology stuff.

"This was the change from a credit system to a monetary system, which came in with Truman almost immediately. So therefore we did not develop the productive powers of labor. We cut back on everything, and just went to the low-grade stuff. So we downgraded the productivity of the population.

"So it's this pattern, it's a social change which was introduced together with Truman, in the so-called right-wing reaction against Roosevelt in the closing months of the war and beyond. That's what's happened.

"For example, you go back to 1966-67. In 1966-67 we levelled out, or zeroed out, or went below zero, on net investment in basic economic infrastructure. Now, since the basic economic infrastructure would have a 25-50 year life span in it, or even longer, therefore the effect of this cutback did not show up as acute, until the maintenance of this infrastructure began to wear out, around now. But it had already happened. In other words, the potential had declined.

"So when you try to take your cost per year analysis, and do it by an accounting standpoint, the accounting standpoint covers up all the truth about the situation. So we've been going in this direction since 1966-67, and it was a development which was set into motion by essentially the assassination of Kennedy and the coordinate effect of the launching of the Vietnam War. And that's how it happened.

"So we're now in that situation and, in talking about reforms to deal with these atrocities, we're not talking about the reform that's required. The required reform is exactly in the opposite direction of what we've done. We've got people who are in jobs, who produce nothing—green jobs. We should probably cancel most green jobs; let them share the unemployment, in order to create employment in things which are productive.

"So what you're seeing now," LaRouche said, "is a Malthusian process which is coming to the acutely Malthusian phase, right now with this crisis. But that picture has to be seen: not just, 'this is a bad thing, now.' This is a culmination."

With the pandemic H1N1 being hyped up so much, almost to the point of Martial Law, as we currently see in the Ukraine will result in civil unrest, which may or may not come about as a result of another false-flag (biological or nuclear probably), which will result in more liberties being taken, and more phantom enemies created.

The dismemberment of the Union itself (Babylon the Great) is coming, it's just a matter of when, and how prepared you are to weather the storm, how far you are willing to bend, and whether apathy will prevail.
