Galicians in Brussels can speak in Galician given that Portuguese is an official EU language.

There's actually a movement to "reintegrate" Galician with Portuguese.

I wouldnt say that this video is a good representation of spoken galicean . TVG "galicean" is heavily castellanized and I understand 95% without knowing galicean. It is something similar with this video. I understand almost everything. In my opinion the only two who speak real galician in this video are clearly the two old ladies, who havent so catellanized accent . If you go to a galician rural village only knowing castilian, you will not understand more than 40% .
