I wouldn't call anyone scary, but if I had to vote the toughest it'd be Irish, probably Italians etc. A lot grew up around various races, and in tougher neighborhoods so they're less beta if you will during confrontations. The stereotype on Russians is mostly just a stereotype, we always see Russia as an enemy in this country. We're very Russophobic, but most slavs are liberals here. Especially the Balkan groups.

I knew a lot of them in Socal, as harmless and well mannered as the Anglos. I just argued with a Bosnian sjw the other day.
