Native estonians score about 37 points above Estonian non-estonians (russians), that would raise the score of native estonians about 9 points.
Estonian city average is 534 points (math test) and since non-estonians have a larger share there, city-dwelling estonians (probably the 4 largest cities) actually score around 546 points (just the math test).

However, considering the simplicity of questions in the PISA test, even 550 point score is to be considered horribly low.
