I can't guarantee they're all from Viseu but at least 95% probably are, many people emigrate/migrate from here to other areas of the country/europe, but not many immigrate.

Looking through these photos again, while a sizeable minority of people have light-to-medium brown hair, the virtual absence of Scandinavian-style blondes or Irish-style gingers is pretty striking. This is where, above all else, I do think Portuguese and Spanish people DO differ - equivalent group photos of Spaniards would have a higher number of truly light individuals than in these. Furthermore, Sikeliot and alfieb seem to think that Portuguese and Italians are like night and day, yet I don't see why this photo, for example, could not be a group of Italians.

Sure they could pass, maybe not all (are all of full Portuguese ancestry?), but they could. Even if Italians are surely more various but this is just a pic.
