Is he french? I think hes case is similar to many people alpine region - you cant really tell if he is KN or norid, although i would say he is closer to KN

A mix of Walloon and Flemish. He was Belgian.

He was from Brussels, Belgium.
Charles de Gaulle was from Lille, not far from there, and represented a similarly hard to classify mix of Northern French + Flemish features + some English vibe:

Long headed, prominent nosed used to be quite characteristic of Belgium at one point

I'd say classic Keltic type.

As for Hergé, i'd say kelto-nord with other influences.
