It's true, they have been doing this for ages now to test effects of genes. Funny how there was always all this debate, and of course everyone came down saying they'd never allow such things. Then as soon as they get the tech they just do it right off the bat.

Obviously there's just now good reason for this, and even worse when they put human brain DNA in rats and such, just an abomination and torture to the recipients.
