French is spoken by people with a cultural connection to France, like English is to England, or indirectly, through America, but as a second language, it's spoken by people with an economic connection to France. English is spoken as a second language by people with any kind of economic interest because it's the language of commerce. Otherwise, why would more Norwegians speak English than Israelis do? 88% of Dutch people speak English fluently. I've been, it's fantastic. English is the world's auxiliary language.
