Russian Navy personnel from a centuries old Naval base in Sevastopol
Military personnel already stationed in Crimea as part of a Treaty with Ukraine
Self Defense Militia units comprised of Crimean Russians

These pre-existing military/paramilitary forces were already in Crimea, and haven't attacked anyone!
