The point of discussion is not skin color but facial features which are clearly deformed-disharmonious in the case of this african guy and can only due to a genetic defect. Just have a look at his tiny crania. Makes me think of microcephaly (http://en.wikipedia.org/wiki/Microcephaly). There are plenty chromosome disorders which lead to such freakish appearances.
