I am unsure if it's that reason, but that Dominicans' African ancestry is partially Sahelian and that can look almost Horn African.

When ever I see a horner mixed with a non horner, the child always looks like the non horner side. I think this is because since we look like half way between causoid and negroid, when we have a child with a non horner, it shifts the balance to one side.
