"As far as I know, the headquarters of the Army of the South-East has decided to give an ultimatum to Lugansk Regional Council and demand:
In the next 10 hours, collect extra (extraordinary) session, at which the deputies, elected by the residents of Lugansk region, are obliged to make the following decisions:
1. Proclamation of the People's Republic of Lugansk.
2. Declare a referendum with two questions:
First. Are you for joining the People's Republic of Lugansk to the Russian Federation?
Second. Are you for joining the People's Republic of Lugansk to the Ukraine?
3. It is necessary to conduct a referendum within 10 days. Also the headquarters of the Southeast Army decided that the weapons will be handed over only to the authorities, who will be elected by the citizens of Lugansk region in a referendum.
