NE Asians by a tiny margin, given the very small Mongoloid admixture found in Russia and Finland.

Northeast Asians are clearly closer to all Europeans. No matter if you do an IBS sharing test for a Frenchman and Yakuts/Karitiana or an Orcadian and Yakuts/Karitiana, genomewide similarity to Yakuts will be always greater than to Karitiana.
Paleolithic siberians like the Mal'ta boy would have been closer to Europeans than either of these groups.

They would still be closer to europeans than Karitiana but more distant than Yakuts and other Siberians. The only groups that have less IBS sharing with Europeans than Amerindians are Papuans, Aboriginals and sub-saharan Africans (except Horners).
