Hmmm...HAARP is being constructed and hasn't gone completely online yet. There has been some transmission testing into the ionosphere over Alaska insofar as I can tell from the available information.

Eventually the signal power will be 3 - 4 megawatts transmitted in the High Frequency Hertz range; where earthquakes engender ground waves in the Extreme Low Frequency range. NOT a lot of power on a geologic scale, especially looking the physics of power loss over time and distance...

(I used to be "cleared for weird" at Strategic Air Command HQ here in the US of A, as was Mrs Pip [who is an electronic engineer and was likewise CFW at SAC HQ]...there's strange stuff out there, but this ain't it.)

Approximately 2.86x10^19 (that 19 should be superscript) Kilojoules of energy was produced by the Haiti earthquake. Rather more than the US government is capable of producing in one go methinks.

Unless all that hot air in the senate is taken into account.

So If all the energy released in the first earthquake was released in 1 second that would have been 2.86x10^16 MegaWatts 5.7x10^15 x more than HAARP (Taking the haarp reading from the earlier post.)

Now as to how much energy is required to set of an earthquake, who knows, but think for a second about the forces involved several km3 of rock need to be moved, not something that that toy will be able to do, a nuclear bomb maybe, but they show up in a different way on the seismographs.

A very unusual deletion can be observed in the archived data of HAARP
instrument readings from the day before the Haiti earthquake.
Perhaps it is a matter of time until it will get fixed with a simple copy-paste
operation, but I have made screen shots of it).

Set the date in "Chart Archives" below the today's graph to 2001/Jan/
11 in the window below the graph and see for your selves. It is the only
instance of such an occurrence I have discovered by looking through
other historical dates. Perhaps some other deletions have already been
fixed, I can think of date like May 12th 2008 or December 26th 2004.
