Wow! This is quite interesting. I noted how all these referee-duos are dressed in the exact same way! My thoughts:

 Borreby (L) Nordic with Keltic/CM influence (R)

 North atlandid both (related/sisters?)

Alpine with Dinaric influence (L), Baltid with CM/Atlantid influence (R)

 Borreby-Atlantid (L), Nordid (R)

Hmm.. Danubian/Baltid?? (L) R looks very Mediterranean, could well pass in Spain.

Baltid (L) Baltid with Mongolid influence, if he wasn't Belarussian I would think he is Sami.

 Both Mediterranean

Alpine with Armenoid influences, they look really Jewish.

 Alpine-Mediterranean (L), Borreby-Keltic (R)

Two very stereotypical Albanian looks. Definately a lot of Armenoid and Dinaric influence, could very well pass as Jews, the one on the left in particular.

The one on the right in 11 looks very Romani to me, which is strange as I don't think Slovenia has a lot of Romanis.

Both look very dark to be German, especially the one on the right, who could pass in South Italy/Spain/Portugal.
