I'd say that have been the pashtun and the uzbeks, with the two most famous clothes the 'afghan burka' and the 'paranja'. Or maybe the women during the Middle Ages in Europe.

Any muslim really nation has this behaviour. But mostly the Eastern ones such as the muslim Iranids such as Kurds, Afghans.
