Computer Malfunction

I set my desktop wallpaper to a new image and ever since then, my computer has been loading up to the desktop background, but then freezes and doesn't load any icons or anything, it just stays there, frozen. I've emergency shut down and restarted my computer like 10 times. I am in Safe Mode with networking now. How the F*** do I fix this?

My OS is Windows 7 Professional.
