They speak Dari, so yes they are Tajiks but they also have pashtun ancestry. ( most afghans in Europe and America are usually a blend of pashtun and Tajik)

Tajiks are known for an Alpine type of look. I see that here with high forehead and shorter jaw, round/square look to face. I think it might be reduced "CM" / UP, maybe a local Afghan type though - not necessarily something recent from Europe.
Reduced UP tends to look a little similar in face form. Brunn, Baltid, Alpine, etc.
