California Just Banned Free Plastic Bags. Hold the Rejoicing.

For a paper bag to be better, you have to use it three times.

Washed-up plastic bags along the Los Angeles River

Last month, California became the first state to pass a bill (http://guardianlv.com/2014/09/california-bans-use-of-plastic-bags-statewide-video/) banning the ubiquitous disposable plastic bag. If signed into law, the measure (http://leginfo.legislature.ca.gov/faces/billNavClient.xhtml?bill_id=201320140SB270) will prohibit grocery and retail stores from providing single-use plastic bags and require them to charge at least 10 cents for paper bags, compostable bags, and reusable plastic bags. The bill, introduced by Sen. Alex Padilla (http://sd20.senate.ca.gov/) (D-Los Angeles), will also provide funding for California-based plastic bag companies to develop sturdier, reusable options.

Worldwide, consumers use an estimated 1 trillion plastic bags (http://www.earth-policy.org/plan_b_updates/2014/update123) each year—nearly 2 million a minute—with the use time of a typical bag just 12 minutes (http://www.savesfbay.org/plastic-bags-found-severely-threaten-bay). Californians alone throw away 14 billion (http://www.pe.com/articles/bag-749342-plastic-use.html) a year, creating 123,000 tons of waste (http://www.environmentcalifornia.org/programs/keep-plastic-out-pacific) and untold amounts of litter.
