Blue X on the white background in the middle is old Russian naval ensign. Don't know what red represents. Maybe it was picked deliberately to remind of Confederate flag and express anti-Americanism.

But those who wave the confederate flag are usually patriots.

Confederate flag is symbol of rebellion and south(some people would add a thing or two more) so the connection is obvious. I only wonder has Russian heraldry inspired them, because it is possible to make this flag out of historical and present Russian flags.
