Yes, its basically required. My aunt works in fashion and she told me that the reason models are required to be skinny is that the clothes fit better on thin women. The clothes fit on a thin model like they would on a rack or a mannequin at a department store. Curvier models would distort the look of the clothing.

There is also the other theory: that fashion designers prefer them skinny to make them resemble adolescent boys (it's assumed that significant percentage of designers is gay). From some time there are in force minimal allowed BMI - indexes in many countries for models in many countries to prevent eating disorders but it can't change simple trivia that fashion industry is still focused on presenting being thin/very thin as ideal which might be detrimental to these who follow it.
