Good question. I tried to find a definitive answer to that question, but I could not. I am not sure what her exact background is.

I reiterate, Maltese are just Sicilians on another island which was, originally, considered part of Sicily. Within that context she could pass as an atypical one but I am betting on British mixture.

Looks English (Borreby). Passes as Italian but HUGELY atypical for Maltese...

But any Italian ancestry would be from Sicily, where her look is very rare.
She must be part-British, it's not rare among Maltese due to their long presence there.
