Sounds German/Austrian. Otto comes from the word for "wealth" in Old High German and the -mar suffix seems to be of Germanic origin as well (meaning "famous"). There was a Visigothic king in the VII century called Gundemar.

Many Germanic tribes had names with the suffix -mar, which in various parts of Western Europe evolved into similar versions, such as -maro, -marus, etc. Apparently it means 'great' or 'famous'. Some examples in Iberia, from Visigoth and Suebi origin: Gundemaro, Leudemaro, Segimarus. Today there are even cities named Gondomar in Portugal and Galicia..which I have roots in lol
Otto also looks very Germanic, so there you go.
