Oliver Keymis (the Green Party). I've searched for his detailed biography, he says people think he is a foreigner, but he "disappoints" them saying he was actually born in Düsseldorf, West Germany to a mother from East Prussia and a father from Rhineland. However, he points out that his name is "either Belgian or English". But nothing non-European. I find his appearance rather strange and atypical.

Keymis in Arabic means Thursday and it's at times used as a surname, but I don't know in his case.

Well i can say for sure that his name isn't German. Also never heard it in England but I don't know about Belgium.
