They wouldn't be the most typical but they definitely could pass. Three of them would even be relatively typical in some Middle Eastern countries.

Still, most of the people in the second picture could pass outside of Europe, even if atypical. None in the first picture could, which makes them distinctly European.

Also, only the two young guys in the first picture really look distinctly Northern. The two girls and the older man actually looks quite pan Western and can pass in many countries.

Not significantly so, but that photo was probably chosen to be a stark contrast of the first, so it probably is darker than typical. Then again I think it is darker than typical for any European country.
