A new Balkan League would be obviously a military alliance for Balkan countries. Its purpose would be self-defense and deterrence. If a country attacks a Balkan League member nation then everyone else who are member of the League would have to retaliate and help defend the attacked country. However if a Balkan League country attacks another nation then the League isn't obliged to help the attacker nor would it be obliged to help defend the attacker's territory if it is losing the war.
The purpose of such league would be to deter nations such as Turkey or members of NATO from unilaterally damaging a Balkan League member nation's infrastructure or annexing parts of Balkan territory. With the League there would be an unified joint command center that unifies war efforts for deployments, total defense, and other war efforts coordination. For instance if a Balkan League member nation is attacked by Turkey then the joint command center would immediately assume command of Balkan League members' armies then respond appropriately against the invasion. However it won't be able to use member nations' armies for offensive missions such as Afghanistan for example. Although if we are attacked by Turkey then we beat them back and enter their territory as a result of pushing them back then the joint command center would still have command over the armies to neutralize the threat and ensure civil order will resume after the toppling of the Turkish government.
If a Balkan League member nation is being targeted and bombed similar to what happened to Serbia in 1999 then I believe the member nations would have an obligation to help defend the bombed nation against any further aggression by taking their planes head-on, fight a total war against them until they lose far too many planes to risk further operations in a Balkan country. I believe this kind of doctrine will work pretty well if they want to conduct another air war similar to the 1999 air war. However if they invade a Balkan League member nation by land then the joint command center would assume command of member nations' armies to be able to respond appropriately against the threat as quickly as possible.
I'm still not too sold on the idea of a joint command center but it is an effective way to coordinate war efforts without too much confusion and we'd be able to defend our territory much easier this way. If no joint command center then that's okay, just exclude everything above that mentions joint command center and replace with the needed obligation of other member nations to help defend an invaded member.
If such league is formed then following countries should be member:
Bulgaria, Serbia, Greece, Croatia, Bosnia(?), Macedonia(?), Montenegro, Romania, Moldova, Slovenia, and Albania.
The combined military strength: Nearly 2 million available troops, thousands of armored vehicles and tanks, and hundreds of fighter jets. No one would even dare to touch a Balkan country afterward. We'd be impervious to a possible Turkish invasion in the future, and the NATO wouldn't dare conduct another air war with us or send an invasion army without incurring the wrath of other Balkan League member nations.

per member nation:

Bulgaria: 376,000
Croatia: 42,000
