Actually, whole Balkan region is in such place where warm air masses from North Africa and cold and wet air masses from Western Europe (Atlantic ocean) are interfering, so seeing water or land tubes (like tornado, but smaller in size and power, like this one) are not So common, but not rare at all. 5 years ago same thing happened in Belgrade over the graveyard and destroyed dozen of graves.

It is a bit early for those things to happen (they should happen in July and August, not now), but knowing how our climate is changed, actually this shouldn't be surprising at all.
