Yeah, he could pass as a white hispanic, so does any white person. He does not look mestizo and in some pictures he might seem like a castizo, but by looking at other pictures it is easy to see that's not the case. The picture comparing the 2 faces clearly shows the differences, Ricky Martin clearly looks Iberian while the Hungarian guy looks something else. This is not even considering hair color.

Hispanic is not a race. Any European couple who moved to a Hispanic country and has kids in there would have Hispanic kids. Just because the child is born in Peru or in Germany it would not change the looks, would it?
As far back as your question. I assumed you meant if he would pass as someone in LatinAmerica who has some mixed race and he is mostly Iberian, then the answer is no.
