True, genetically NA brown people are closer to European people but his phenotype looks non-European. He doesn't look like an Andalusian, Sicilian or Greek for instance.

Well, you are using the word 'brown' in that sense. I do from time to time to troll (especially South Europeans). Sociologically his phenotype links him to a culture that is not European, but of course if he behaves European it doesn't matter.
