Maybe he's East Nordid? Since you think he looks Finnish. He would probably look more Scandinavian than Finnish if he were Hallstatt, right?
Could be Corded element that make him look quite robust. Maybe a little too short head to be an East Nordid.

Yeah, he's more Eastern than Western looking. Maybe he could pass as Russian too, but I don't get Russian vibe.
