Spitting image? no. Does he have a lot of similar features? yes. he looks like him.
Same eyes, mouth, face shape, and hair style etc.

If he had the same hair color, put on an Argentina soccer jersey, and maybe fooled around with his face a tiny bit, some people could mistake him for it. the only reason why someone would say he doesn't look like him is strictly due to hair color (at least from this one photo, people look crazy different from photo to photo)
