At this times many people dont know how economy or law work,They don't even know a candidate program.And considering the big manipulation that money and media make to peoples opinion not always the best candidate wins in an election.The popular vote can be worse for a country since a person who has money and powerful can have more chance than a person without funds.
Do you think that now has come the time for the right to vote has to be earned .Should the academic elite have the right to vote only.

No. Democracy is the worst form of government there is. Anyone honest and wise person who is learned in history and philosophy will know this. This excludes the vast majority of those in the academia. You seem to think that the vote is the only place where the Vaishya rules, Vullkan, and for no reason. This shows you have no place anywhere thought is required.

Most of the democracy are already dominate by a kind of oligarchy, who took decision according to their own interest.
If you put a limit on the right of vote. You open the door to all the abuse and enforce the power of the oligarchy.
